The Human Resources and Administration department of Mutasa Rural District Council exists to create an efficient and effective administrative environment supported by an acceptable level of formalization to facilitate organizational activities, human resources planning and general council administration.

The department is subdivided into three functional sections, namely Human Resources Management, Information Management, and Administration. The department is responsible for Recruitment, Selection and Placement; Employee Records Management, Salaries Administration, Leave Management, Pension Administration, Performance Management, Staff Training and Development, Industrial Attachment, Employee Safety and Welfare, Disciplinary hearings, Grievance handling, Secretarial Services, Administrative Services, Procurement, Event Management, Asset Management, Public Relations, Security Services, Shop Licensing and Information Communications and Technologies Management.
