COMMITTEES OF COUNCIL

Audit Committee

Reports to Full Council for the ratification of its proceedings and is serviced by the Internal Auditor.

Committee is responsible for

  • To review internal controls, including the scope of the internal audit programme, and the internal audit findings, and to recommend appropriate action to be taken by the responsible authorities
  • To review the financial control system of the council and ensure that systems which are meant to make the council more efficient and effective are in place.
  • To report on whether internal audit functions is adequately resourced and has appropriate standing within the council and to review its audit programme and reports.
  • To review any findings of internal financial investigations that it considers significant and report thereon to the council.
  • To make recommendations to the council on the appointment of the external auditors, the audit fee and any question of resignation or dismissal of the external auditors which may arise.
  • To review with the Comptroller and Auditor-General or other external auditors, as may be appropriate, the scope of their audit plan, the system of internal audit reports and assistance given by officers or staff to the auditors and any findings and action to be taken in connection therewith and to report to the council thereon.
  • To ascertain the independence of the external auditor and report to the council
  • To ensure that accounts are prepared in a timely and accurate manner in compliance to the provisions of Section 135 of the RDC Act [cap 29:13] and to ensure the prompt publication of the annual accounts

Environment Committee

Reports to Full Council for ratification of its proceedings and is serviced by the Community Services Officer.

Committee shall be responsible for
  • Environment Management, Environmental protection and Environmental planning
  • To recommend to council measures for the management and protection of the environment and protection of the environment in the council area.
  • Environmental Information Dissemination
  • To recommend to council ways of implementing environmental measures (work / projects) which the council is authorized or required to undertake in terms of any other environmental law.
  • To prepare and recommend to council environmental plans required in terms of the Environmental Management Act [cap 20:27] as read with statutory Instrument 7 of 2007. (E.I.A, LEAPs, EMPs)
  • To coordinate with the Minister in carrying out the objectives and purpose of the Environmental Management Agency (EMA) [cap 20:27].
  • Preserving, protecting and improving environment in its area and make recommendations relating thereto, to the council.
  • To enhance the management of lands, Agriculture in the district in order to contribute to the national food reserves as well as to promote the conservation.
  • To co –ordinate and promote agricultural activities in the district and provide marketing linkages between farmer and consumers in liaison with Agritex.
  • Promotion of tourism activities in the district through marketing and conservation of natural tourist attractions and culture. .
  • Prepare the committee’s estimates of income and expenditure and recommend them to the Finance Committee.
  • Provide a contact name and telephone number in all correspondence.

Gender Committee

Reports to Full Council for ratification of its proceedings and will be serviced by the Gender Focal Person .

Committee Regulates
  • Participate in and/or facilitate institutional gender analysis and gender audits
  • Facilitate development and implementation as well as review of gender and GBV policies
  • Ensure existence of an elaborate and institutionalised gender mainstreaming implementation structure
  • Oversee sensitization/training of all staff on gender mainstreaming.
  • Spearhead review of all institutional policies for gender responsiveness
  • Ensure that the committee is represented in all relevant institutional committees e.g., procurement, tender, recruitment, budgeting, etc. to ensure gender responsiveness;
  • Coordinate reporting on the status of gender equality to relevant structures on behalf of the institution
  • Regularly review progress of planned gender mainstreaming interventions within the institution
  • Receive and disseminate feedback on gender mainstreaming on behalf of the institution and action as appropriate

Finance Committee

Reports to the Full Council for ratification of proceedings and is serviced by the Treasurer .

Committee Regulates
  • Collection of income and this entails
  • The expenditure of all moneys authorized in the confirmed budget which entails:-
  • The overall financial affairs of Council and committees which entails

Human Resources And Administration Committee

Reports to Full Council for ratification of its proceedings and will be serviced by the Senior Human Resources and Administration Officer .

Committee Regulates
  • The staffing of council which entails recruitment, selection, placement, hiring and dismissal of staff
  • The expenditure of all moneys authorized in the confirmed budget which entails
  • Development of council employees which entails designing and implementing training programmes for staff and Councillors. The committee also prepares the training budget in liaison with the Finance Committee.
  • Staff conditions of service which entails labour relations, the reward system and the promotion and demotion of staff among other things.
  • The processing of employee benefits, claims such as pensions timeously in line with the labour laws of the country
  • Design and monitoring of the implementation of policies that pertain to the general administration of the Council.
  • The management and control of assets, transport and general stores.

Planning And Development Control Committee

Reports to Full Council for ratification of its proceedings and is serviced by the Engineer .

Committee Regulates
  • Co-ordination of developmental activities in the Council area
  • Infrastructure development of council area.
  • Donor funded infrastructural development in the council area.
  • Management water reticulation systems and provision of the water
  • Road construction and maintenance
  • Prepare the annual estimates of income and expenditure and recommend them to Finance Committee.
  • Establishment of new Business Centres.
  • Change of use and change of reservation, subdivisions and consolidation applications
  • By- laws prohibiting any act which may causes damage to any of the council’s roads.

Social Services Committeee

Reports to Full Council for ratification of its proceedings and is serviced by the Community Services Officer. .

Committee Regulates
  • Establishment health service centres. .
  • Health services, farm health works, village community workers and outreach Services.
  • Community centres, halls, libraries, parks and sport grounds.
  • Establishment of an ambulance service.
  • Establishment of an ambulance service,Coordination of activities of Non-Governmental Organisations
  • Allocation of stands
  • Responsible for creation of sound relations between Council and its communities and stakeholders through civic awareness meetings.
  • Effectively plan for, and manage, the district’s townships and growth points by providing affordable residential and business stands, and to provide recreational and other social amenities.
